Wayne Pacelle, chief executive officer and president of The Humane Society of the United States, book signing for his book,"The Bond". At this point Wayne was speaking about how Hurricane Katrina was a wake-up call to the American people that legislation needed to be passed that would include provisions for animal rescue in cases of disasters.

Unfortunately, there are still many politicians who are against governmental help when it comes to rescuing animals. In Arizona, Senate candidate Jeff Flake, Republican is anti help when it comes to animals. Flake’s votes on animal welfare issues:
"Voted against the Pets Evacuation and Transportation Standards (PETS) Act, to include pets and service animals in disaster plans, after first responders risked their lives to save pets left behind during Hurricane Katrina (H.R. 3858/P.L. 109-308)"
